Please pull https://github.com/acr4/verilog-mode/tree/bugfix-862 for a fix. Seems there was an issue with finding labels in the vicinity of pre-processor directives.

All tests pass in emacs and Xemacs for me.

Confirmed, works with GNU Emacs 24.4.1 (x86_64-apple-darwin13.4.0, NS apple-appkit-1265.21).
